8/30/22 Complaint with Arizona Ombudsman about the Mohave County systemic extermination of mentally ill homeless

Pamela at the AZ AG’s office REJECTED my complaint and referred me to the Arizona Justice Department.

Maybe it’s because I was so incredibly STRESSED again. I’m so angry I could spit nails.

Followed a link to “complaints” and ended up at the Ombudsman’s Office.

Pamela informed me today that I need to contact the Department of Justice and I finally found this form.

I spent most of my time since 8/4/22 trying to save gravely ill Elliot’s life and none of these agencies assisted as required by Title 36.

911 refused to assist, deputies argued that Elliot has civil rights, did not commit a crime, and could NOT be picked up for involuntary evaluation pursuant to Title 36.

My notarized 36-524 Application was REFUSED by Kingman Regional Medical Center and REJECTED by Southwest Behavioral (I believe I have audio of their arguments to refuse prior to the formal rejection letter).

Numerous calls to the County Attorney’s Office got similar results, with secretaries educating me on civil rights and hangups (I likely have audio recordings)

My web submission at the County Attorney’s site got no response.

I finally got the email for Chief Civil Deputy County Attorney Ryan H. Esplin and our emails are published:

Elliot eventually “disappeared” and TO DATE, Mohave County Attorney Matt Smitt has refused to disclose whether Elliot is dead or alive and where he is.

I am currently looking for Elliot’s family on Facebook and am hoping to organize a lawsuit against the agencies. According to others’ posts, Elliot’s family attempted to get help for him through the courts (presumably Title 36) and they were told that he would not get help because he did not commit a crime.

What resolution are you looking for?

STOP the systemic extermination of mentally ill homeless in Mohave County IMMEDIATELY!

Sheriff Schuster and county attorneys Smith and Esplin should be put on leave IMMEDIATELY as their offices maliciously refused to comply with Title 36, knowing that Elliot would die in the desert.

*** Employees must be retrained or replaced to ensure compliance with Title 36.

*** A Mohave County Guide to Title 36 must be created and clearly explain the various agencies’ obligations as well as where and how to easily submit complaints for failures to comply.

Mohave County is a very poor county with a very long and extensive history of corruption.

We need oversight from OUTSIDE Mohave County.

*** Compensation for me, Elliot, his family and all others who suffered due to the Mohave County policy to leave mentally ill persons to die in the desert.

I suffer from stress-induced brain damage (working memory failure) and my overall health has been seriously declining due to the enormous stress and frustration inflicted by these agencies.

No. County Attorney Matthew Smith wrote yesterday: “I will accept your email as your complaint against Ryan Esplin.”

What steps have you taken to resolve the problem with the agency? Please include names of people you have worked with and other offices you reported the complaint to.

See above. If you are actually going to investigate, I’ll be happy to provide more evidence.

In addition to the audio recording and the transcript of my call with deputy Rider attached to my motion (linked above), I have numerous other recordings with the above-referenced agencies yet to be organized and transcribed.

And of course, you can pull all the calls to 911 by residents concerned about Elliot, and maybe even about the unidentified man who was found dead in the desert on 7/23/22 about 9 miles from Elliot according to MCSO.

You should also be able to pull my calls to Crisis Line to identify the individual employees and to document their REFUSALS to assist as well as unbelievable incompetence.
